Vouchers that are made available to tenants living in HUD-assisted housing at the time of a conversion (opt-out, prepayment, buy-out, etc), administered through the local PHA. Different than other vouchers because they may be used to remain and may cover the full difference between market rent and the tenants rent.

A federally funded portable housing subsidy assigned to an individual tenant through their local housing authority. The tenant goes into the private market to search for a unit that meets HQS. However, the tenant could rent an apartment that is over Fair Market Rent. HUD will only pay the Fair Market Rent, the tenant must pay the remainder.
